The European Board for Media Services (the Media Board) is an independent advisory body at the European Union level, established under the European Media Freedom Act (EMFA, 2024). It brings together the national regulatory authorities responsible for media and audiovisual services across all EU Member States and builds on the work of the European Regulators’ Group for Audiovisual Media Services (ERGA).
The Media Board plays a key role in shaping a regulatory environment that supports a free, pluralistic, trustworthy, and competitive European media system. It provides expert assistance to the European Commission through technical expertise, participation in policy development, and facilitating the implementation of the Audiovisual Media Services Directive (AVMSD).
Its mandate extends beyond the audiovisual sector to include radio, the press (without exercising direct regulatory oversight), online platforms, as well as new responsibilities under the EMFA — such as issuing opinions on market concentrations, coordinated measures against threats posed by non-EU media service providers, and the outcomes of structured dialogues between Very Large Online Platforms (VLOPs) and media service providers.
The Media Board’s activities focus on key areas such as the protection of minors, advertising standards, the promotion and visibility of European works, services of general interest, media literacy, cooperation between national regulators, and support for European efforts to safeguard pluralism and editorial independence. Both the Board and its members operate entirely independently, free from political or economic influence.
The Council for Electronic Media (CEM) is a full member of the European Board for Media Services and contributes its national expertise and regulatory experience to advancing the Board’s European mission.
